The Associated Students of Colorado State University convened April 29 for the 30th session of the 55th senate.
Following the swearing in of new senators and associates, Resolution #5533, “Addressing Issues Related to CSU On-Campus Housing Affordability,” Bill #5556, “Amendments to Bill 5404/Authorizing Funding to Construct New Pocket Pantries” and Lex #5542, “LSAB LEX,” were passed during the consent agenda.
During gallery input, several Jewish students spoke about recent allegations against Rams for Israel, a student organization. During the last two senate sessions, gallery speakers alleged that the organization has been harassing and doxxing students and a faculty member. One doxxing case was reviewed by the Student Resolution Center, which ruled the case did not violate the Student Conduct Code, according to last week’s gallery speakers.
This week’s speakers said the allegations were exaggerated, false and spread misinformation about Rams for Israel.
“These claims damage our reputation, isolate our members and contribute to a hostile environment,” said Briella Lippman, president of Rams for Israel. “This is not just about a club. It’s about our identity and our sense of belonging on this campus. We are not asking for special treatment. We are asking for fairness, accuracy and accountability. Concerns about any organization should be addressed through proper channels and based on facts, not lies.”
Following gallery input, Bill #5565, “Fiscal Year 2027 ASCSU Budget,” was presented by Student Body President-elect Victoria Quesada-Stoner. The proposed budget has an overall total of over $1.7 million, with funds allocated to the three branches, contracts, grant programs and more. Notably, Quesada-Stoner shared that wages were raised for each branch and students will pay $0.32 more in student fees.
Following Q&A, the proposed budget was sent to the Budgetary Affairs Committee and the executive, legislative and judicial branches gave their respective reports.
Moving into Old Business, Resolution #5558, “Endorsing HB26-1335,” was visited. Colorado HB26-1335 aims to expand access to abortion medication across Colorado campuses unless it conflicts with an institution’s “sincerely held religious beliefs or practices,” the bill’s summary reads.
While the Legislative Strategic Advisory Board previously endorsed HB26-1335, the resolution formally announces ASCSU’s support for the passage of the Colorado House Bill.
After dissolving into the committee of the whole, the resolution was approved with unanimous consent.
Moving into new business, Resolution #5566, “Regarding Recent Police Action on Campus and Rebuilding Better Dismount Zone Structures,” was visited. The resolution aims to address a Feb. 24 encounter in which a “student was forcibly removed from their bike after not hearing an officer’s order to dismount in a dismount zone,” the bill reads.
Following Q&A, entering the committee of the whole and discussion and debate, the bill was expedited and passed 25-1-3 by way of placard vote.
Next, Bill #5560, “Update BSOF Bylaws for 26-27,” was visited. The bill outlines the updates made to the Board for Student Organization Funding’s bylaws for the upcoming school year.
Following Q&A, the legislation was passed with unanimous consent.
Resolution #5562, “Condemning CSU Administration Inaction on Student Safety,” was visited next. The resolution condemns CSU’s administration for “failing to protect students,” and demands actions to “preserve the safety of the students on campus.”
“I know we all heard in gallery, but students do feel unheard, and all of our constituents deserve to feel like if something did happen to them on campus that there would be a timely response, that something would actually be done about it and that, at the very, very least, they would know how to report it,” said Diana Diggs, ASCSU public relations officer and a co-author of the bill.
Following Q&A, Resolution #5562 was sent to the Internal Affairs Committee, the University Affairs Committee and the Diversity, Equity and Inclusion Affairs Committee for review.
Resolution #5563, “ASCSU 55th Senate Bylaws,” which approves the 55th Senate’s bylaws, was then visited.
Following Q&A, the resolution was sent to the Internal Affairs Committee for review.
Concluding the session, Resolution #5564, “Endorsing Front Range Passenger Rail Development,” was visited. During the 25th session, Northern Colorado Outreach Coordinator and former District 3 Fort Collins City Council Rep. Tricia Canonico presented the passenger rail project. The resolution follows Canonico’s presentation and aims for ASCSU to sign a letter to support the project’s development.
Following Q&A, the resolution was expedited and passed with unanimous consent.
ASCSU Senate will reconvene May 6.
